These are explicitly allowed by TSA and EU/UK rules. The exceptions are rare: a very long metal file, or a clipper with an unusually large fold-out knife-style file, can be judged by an officer as a blade. Nail polish and remover are liquids (100 ml rule); remover is also flammable and limited in checked bags to standard toiletry quantities.
