Small scissors — nail scissors, folding travel scissors, most craft scissors — are allowed in carry-on under the US 4-inch rule and the EU/UK 6 cm rule. Kitchen shears and long fabric scissors go in checked bags. Round-tipped children’s scissors are fine. As with all blades, an officer can refuse anything that looks like a weapon.
